Reporting to the Executive Director, the Director of Human Resources is responsible for strategic planning, organizing, implementing, directing and evaluating all human resources, labour relations, organizational development, volunteer and administrative services activities of the Halton Children’s Aid Society (Halton CAS); and ensuring the strategies of these areas of responsibility are aligned with the business objectives of the agency. The Director of Human Resources is a member of the Leadership Team and a resource to the Board and its Committees.
Main duties and responsibilities include, but are not limited to:
Agency Planning
• Participates in strategic planning including service planning, human resource planning and budget preparation activities that are reviewed in line with Ministry funding allocations.
Human Resource Services
• Oversees Human Resources staff.
• Ensures all necessary human resource policies, programs, and procedures are developed and implemented in accordance with relevant legislation and best human resources practices.
• Serves as a resource to managers and supervisors on human resource issues and initiatives in line with their functional areas of responsibilities.
• Establishes and monitors an appropriate budget in support of resources required to design, implement, maintain and evaluate all human resource programs; approves human resource program delivery expenditures within delegated approval guidelines.
Compensation and Benefits
• Ensures consistent application of all compensation and benefits policies and practices across the agency.
• Evaluates the compensation and benefits programs and recommends improvements to align with agency goals.
• Develops, implements and maintains appropriate job descriptions, job evaluation and classification processes needed in the agency; participating in related committee work as required.
Labour Relations
• Provides expertise, support and advice to all organizational levels on matters related to the Collective Agreement interpretation, labour legislation and labour relations practices.
• Participates in regular Labour/Management meetings.
• Manages the collective bargaining process including developing parameters for a Board mandate for collective bargaining and providing leadership to the management bargaining team.
• Facilitates alternative dispute and conflict resolution approaches for issues of concern identified by the bargaining unit and other groups.
Organizational Development and Training
• Develops, implements and manages effective procedures for employee orientation and initial training.
• Assists in and contributes to the development and administration of the staff training budget.
• Ensures the development of a staff training plan for the agency; ensures the delivery of training both internally and externally.
Occupational Health & Safety
• Maintains an effective Employee and Family Assistance Program for use by all agency employees.
• Oversees the Health & Safety function within the agency, including ensuring management representation to the Joint Health & Safety Committee, and contributes to the resolution of health/safety concerns in the workplace.
• Ensures Health & Safety certification training is provided to Joint Health & Safety Committee Members as necessary.
• Oversees processes to ensure proper management of agency Worker Safety & Insurance Board claims.
• Oversees the completion of WSIB and Long Term Disability forms, liaises with insurance representatives and maintains close contact with injured workers.
• Develops and implements return to work plans for injured workers.
• Ensures agency compliance with all health and safety related legislation, regulations and directives.
Recruitment & Retention
• Oversees, develops and implements the recruitment and selection process ensuring effective procedures for acquisition and retention of qualified candidates.
• Develops a recruitment and retention strategy that contributes to the strategic direction of the agency.
• Ensures succession planning processes are in place in support of staff development and advancement, and to facilitate recruitment/selection.
Volunteer Services
• Oversees the Supervisor of Volunteer Services and the volunteer program.
• Oversees the budget for volunteer services.
• Assists with planning and development of the volunteer program to meet service needs.
Administrative Services
• Oversees, the Supervisor of Administrative Services and the centralized administrative services activities.
• Oversees the budget for administrative services.
• Assists with planning and development of the administrative services portfolios to meet service needs.
Senior Leadership
• Exemplifies and inspires behaviours, actions and attitudes that are consistent with Halton CAS’s vision, mission and values.
• As a member of the Leadership Team, sets the overall direction of the Halton CAS and provides strategic advice to the team on Human Resources matters; provides advice to the Leadership Team on future needs and the impact of emerging trends and priorities.
• Articulates and constantly monitors key metrics of the HR department to assess their efficiency and effectiveness to ensure the highest level of service is being provided.
Board of Directors Support
• Supports the Board of Directors in all Human Resources matters.
• Ensures the Executive Director is conversant with human resource issues and information relevant to the Board’s activities and governance roles.
• Acts as a resource to any Board Committee or other standing or ad hoc committees on human resource issues, as required.
Other Related Activities
• Establishes and maintains highly effective critical relationships and networks with internal and external partners including the OACAS, numerous community and professional agencies and institutions, funders, governments and the Board of Directors on behalf of the Halton CAS.
• Leads, facilitates or participates on special projects and performs other duties as required.
• Works in and ensures that staff work in a manner consistent with the requirements/regulations of the Occupational Health and Safety Act and Halton CAS policy and procedures.
Knowledge, Education, Experience, Skills and Attributes
Qualifications
• Minimum 9 years’ experience in progressively responsible roles which has included labour relations exposure, preferably with experience in Child Welfare or other high-profile, high-risk, not-for-profit organization.
• University Degree in Human Resources, Industrial Relations or other similar field of study.
• Membership in or eligibility for membership in Human Resources Professional Association of Ontario; preferably a Certified Human Resources Professional.
• Advanced knowledge of legislation governing human resources and labour relations such as the Employment Standards Act, Labour Relations Act, Pay Equity Act, Human Rights Code, Occupational Health & Safety Act etc.
• Knowledge and usage of HRIS systems.
• A satisfactory Police Records Check is required.
• Valid Driver’s License and access to a reliable motor vehicle with appropriate liability insurance is preferred.
General Skills and Attributes
• Ability to use MS Office applications (e.g. Word, Excel, Outlook, PowerPoint, etc.).
• Advanced knowledge of effective strategic planning, research, policy processes and evaluation techniques and proven ability to lead change and find creative solutions.
• Advanced critical thinking skills.
• Exceptional ability to make decisions of sound judgment, often in crisis or emergency situations and to manage the crisis situation appropriately.
• Exceptional written, oral communication and interpersonal skills providing articulate, constructive, meaningful and timely interaction at all levels with the ability to make complex issues understandable.
• Excellent financial management skills to participate in the development of the agency budget and manage the department’s budget.
• Excellent mentoring, coaching and communication skills to provide instructions and guidance to staff with respect to activities, challenges and questions.
• Ability to deal with highly sensitive and personal information in a confidential manner.
• Acts with integrity, trustworthiness, humility, transparency and compassion.

Halton CAS has a vaccination policy and procedure in place. As a condition of employment, new employees are required to be vaccinated for COVID-19 unless they have a valid reason not to be vaccinated based on a protected ground under the Ontario Human Rights Code.
The successful candidate will be made an offer of employment on the condition of being fully vaccinated against COVID-19. Fully vaccinated is defined as having received all of the required doses of a Health Canada approved vaccine and having received the final dose at least 14 days before your employment start date. The candidate will be asked to provide Halton CAS with proof of full vaccination, prior to the candidate’s employment start date. Acceptable proof includes an Ontario Ministry of Health COVID-19 vaccine receipt which you can obtain through the Provincial portal https://covid19.ontariohealth.ca/, or other government-issued vaccine passport or certification.
As described above, the requirement to be fully vaccinated is subject to the Ontario Human Rights Code.
